Frequently Asked Questions
When your ticket becomes due, you should first check Positive Response in the TN 811 Portal
or the TN 811 App to verify that all utilities have responded. If a utility hasn’t responded to the ticket in Positive Response then TCA 65-31- 108(d) requires that you must call in
a second notice to TN 811. Under that same requirement, if you go to the field to start your work and you see clear evidence of unmarked or mismarked facilities, you must also call in a 2nd notice to TN 811. If you go to the field to start your work and you haven’t checked Positive Response you won’t know if the utility cleared the ticket or
hasn’t marked yet. Keep in mind that a call to the locator does not count as a 2nd notice and does not meet state requirements.
When you call in your second notice,
a new ticket will be issued with a new start date and time; three (3) working days from the date and time of the second notice. But remember, the excavator is not working off the second notice ticket – they are working off
the original ticket which is already valid. You are not required to wait an additional three (3) working days. After the second notice is made, the excavator can start work if they must. It is always

If you do need to start excavation
after you call in your second notice, the law requires that you must dig carefully, using reasonable care to avoid damaging existing utilities in the work area. Examples of reasonable care include but are not limited to potholing, hand digging, handheld pneumatic tools, vacuum excavation, hydro excavation, and other means approved by the facility owner. In other words, some type of soft digging technique that will not damage the lines that are in the ground.
