Frequently Asked Questions
The Underground Utility Damage Prevention Act, specifically TCA 65-31- 108(b), requires all member utilities to close out their tickets
in the Positive Response system. If you’re an excavator, it’s a good idea to use that system to check the status of your open locate requests. Why? Let’s discuss.
1. Positive Response is a communication tool, and communication is a foundational component of damage prevention. Positive Response is THE tool for utilities to communicate that their facility has been located or cleared
so that the excavator knows what is happening with their locate request. It’s also THE platform for utilities to share other important information, in the form of additional notes, for the excavator concerning their specific job site.
2. Did you know that if you check Positive Response and all utilities have either located or cleared their
facilities, you have a valid ticket and you can start your work – even if it is before the ticket due date and time? Just keep an eye out for clear evidence of unmarked utilities.
3. If you go out to your job site when your ticket is due, and you don’t see any marks on the ground, how do you know if the locator cleared the ticket or just hasn’t located it yet? You can’t know that important information if you don’t look in Positive Response. You won’t know if a second notice is necessary or if the facilities aren’t in conflict with your job.
